The purpose of this Act is to protect the health of the citizens by formulating measures to grasp the situation of soil contamination by designated hazardous substances and measures to prevent harm to human health resulting from such contamination. When facilities that used designated hazardous substances are abolished or there is a risk of harming to human health by such contamination, there is a duty to investigate, report, and prevent soil contamination.

The purpose of this Act is to contribute to protecting the health of citizens by setting the standard of the content, elution amount, and divergence of designated hazardous substances concerning household products from the viewpoint of sanitation. The sale of household products that don't conform to the standard is prohibited

The purpose of the Food Sanitation Act is to prevent the sanitation hazards resulting from eating and drinking by enforcing the regulations and other measures necessary, from the viewpoint of public health, to ensure food safety and thereby to protect citizens' good health. Short Title This Act shall be known as the “Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990“ Section 2. Declaration of Policy It is the policy of the state to regulate, restrict or prohibit the importation, manufacture, processing, sale, distribution, use and disposal of chemical substances and mixtures that present unreasonable risk and/or injury to health or environment; to prohibit the entry, even in transit, of hazardous an nuclear wastes and their disposal into the Philippines territorial limits for whatever purpose; and to provide advancement and facilitate research and studies on toxic chemicals. Section 3. Scope This Act shall cover the importation, manufacture, processing, handling, storage, transportation, sale, distribution, use and disposal of all unregulated chemical substances and mixtures in the Philippines, including the entry even in transit, as well as the keeping or storage and disposal of hazardous and nuclear wastes into the country for whatever purposes.

An act Instituting the comprehensive dangerous drugs act of 2002, repealing republic act no. 6425, otherwise known as the dangerous drugs act of 1972, as amended, providing funds therefor, and for other purposes SECTION 1. Short Title This Act shall be known and cited as the “Comprehensive Dangerous Drugs Act of 2002“. SECTION 2. Declaration of Policy It is the policy of the State to safeguard the integrity of its territory and the well-being of its citizenry particularly the youth, from the harmful effects of dangerous drugs on their physical and mental well-being, and to defend the same against acts or omissions detrimental to their development and preservation. In view of the foregoing, the State needs to enhance further the efficacy of the law against dangerous drugs, it being one of today's more serious social ills.

The Harmonized Commodity Description and Coding System, or simply the Harmonized System (HS) of tariff nomenclature under International Convention on the Commodity Description and Coding Systems provides a standardized international system to classify products for global trade purposes. The system was developed by the World Customs Organization (WCO) in 1988, and it is used by more than 200 countries and territories. The HS Code is used to facilitate global trade by providing unified categories to classify various types of goods, and this harmonization is intended to reduce the costs occured during international trade. Chemicals and chemical products are listed in Section VI, “Products of the Chemical or Allied Industries“, of the Harmonized System.

Under the CSCL in Japan, a screening assessment is conducted by the government for all general chemicals among the Existing and New Chemical Substances (Japan ENCS), and those identified as high priorities for risk assessment are designated as the Priority Assessment Chemical Substances (PACS).

The Globally Harmonized System (GHS) of Classification and Labelling of Chemicals is a system harmonized internationally concerning how to communicate using labeling or safe data sheet (SDS) classification results of the hazards of chemical substances based on a set standard. In Japan, from 2006, the Ministry of Economy, Trade and Industry, Ministry of Health, Labor and Welfare, and Ministry of the Environment have been conducting in cooperation a classification of substances mainly regulated by PRTR, the Industrial Safety and Health Act, and the Poisonous and Deleterious Substances Control Act, as obligated for the preparation of SDS. The final classification results are available from the NITE website, and for each substance, the classification, pictogram, signal word, hazard information, rationale for the classification, etc., for each hazard class are posted. GHS classification results by the Japanese government are intended to be referred to when a business operator creates the label and SDS, and there is no obligation for the label and SDS to have the same exact content.

Chemical Substances Hazard Assessment Reports are chemical substance assessment documents that are published following deliberations by experts. They are based on chemical substance safety information obtained from documents, reports, etc. The Initial Risk Assessment Report is a report created based on the initial risk assessment methods developed by NEDO in its Chemical Substance Risk Assessment and Risk Assessment Method Development Project. These assessment methods are compiled in the Guidelines for Initial Risk Assessment Reports (theory of assessment) and the Preparation Manual for Initial Risk Assessment Reports (concrete steps for preparing assessment reports).
